The midfielder spent last season at Borussia Dortmund, but struggled to make an impact in Die Bundesliga as he appeared just three times.
He had joined Dortmund from ADO Den Haag, but a knee injury failed to enhance his prospects of establishing himself.
The former Ajax starlet has now linked up with Utrecht, much to the delight of coach Foeke Booy.
"He is a Dutch player with a lot of experience who adds more quality to our team," Booy told the club's official website.
"Also, we were looking for an offensive signing."
