Serbian full-back Dusko Tosic has confirmed he is waiting to receive a work permit before finalising a free transfer move to Portsmouth.
Tosic had his contract cancelled by Werder Bremen before the transfer window closed after pulling out of a loan move to Duisburg.
He has agreed an 18-month deal to join Pompey and is optimistic he will be given the clearance to sign for the Premier League's bottom club.
"I have signed a deal for 18 months with Portsmouth FC, pending just the work permit," Tosic told
Kicker-Sportmagazin.
"But there is a 99 per cent chance I will get permission for this."
Tosic also explained his decision to eventually decline a switch to Duisburg, which led to Werder suggesting they were happy to subsequently cancel his contract.
Frustrated
He added: "It is true that I said I would join MSV Duisburg, but that was just in case I could not pick up an interest from another club before the deadline of the transfer window.
"I did, in fact, have an agreement with Portsmouth until Sunday evening and in Bremen they ended up frustrated because they had to change their agreement with MSV Duisburg because of this.
"I did not really have anything against MSV Duisburg, but I was wanting to join a better standard of league and a stronger club.
"I did lose out on my regular role at Werder when I travelled to play in the 2008 Beijing Olympics for Serbia.
"This is no excuse, Werder is not guilty, I am guilty. I did not manage to re-offer my services to the manager afterwards.
"Still, the end of this chapter has made me sad, especially those remarks that they would be delighted to have got rid of me now.
"This is, however, not important. I am wishing Werder and the players the very best. I just want to get over this thing now and fully focus on my new club."
