Portsmouth manager Steve Cotterill has revealed that Anthony Vanden Borre will not be returning to the club.
The Belgium international spent last season on loan at the South Coast side, who were relegated to the Championship.
Cotterill had been hopeful of extending his stay at Pompey but Vanden Borre has opted against a return, with a move to Cologne seemingly on the cards.
The Portsmouth head coach told The News: "Anthony won't be coming back. That one has been a bit of a time waster, really.
"I understand from his point of view - he is thinking about his career and where he wants it to go.
"But, to be honest, it took up a fair bit of time last week.
"What with coming over the other day, talking and staying over, unfortunately that's slowed down the recruitment process a little bit, so we need to move on swiftly from that one.
"It is what it is, there's nothing more we can do about it. At the end of the day, if he didn't want to come there is no point him being here.
"We'll just have a look around elsewhere and see what else there is."
Meanwhile, talks are ongoing with defender Ricardo Rocha's agent, after the Portuguese made a positive impact at Fratton Park last term.
Cotterill added: "I haven't yet had a conversation with Ricardo.
"At the end of the day, whether he wants to come or stay where he is is entirely up to him, to be honest.
"As far as I know, there has been another conversation with (chief executive) David Lampitt and his agent.
"I don't know if it's the same agent I spoke to in the first place who said Ricardo wanted a bit more here and a bit more there.
"On that occasion, I asked him if I came up with that whether he would then sign? To which he replied he needed to ask him - well why didn't he ask him in the first place?"
