Harley joined Swansea last January from Exeter before being loaned back to the League One outfit for the rest of the campaign
The 26-year-old has yet to make a first-team appearance for the Swans and it is believed the Premier League new-boys are ready to let him move on having brought in a number of new players this summer.
Brighton have held a long-term interest in Harley and tried to sign him prior to his move to Swansea.
It now appears Gus Poyet is set to finally land his man after striking a deal for the former Bristol City man.
Harley is expected to hold talks with the Seagulls as he weighs up a move to the Amex Stadium.
