The highly-rated 21-year-old has come through the youth ranks at Tannadice and is widely regarded as one of Scotland's most promising talents.
A host of Premier League and Championship clubs from England have been tracking his progress, but Celtic have made their move.
But a deal worth around £500,000 has been rejected by United, and they are hoping to fend off interest in him before the window.
Russell has 18 months left on his current deal and Celtic could yet come back with another offer before the window closes on Tuesday.
The Bhoys are continuing talks with Poland international Pawel Brozek and hope to have his loan deal concluded within 24 hours.
