The Belgian star is currently with Zenit St Petersburg, who paid Benfica over £30million for him just over 12 months ago.
Witsel, who has just played a starring role in Belgium's qualification for the World Cup in Brazil, is still thinking about his career.
But the 24-year-old admits he is in no hurry to leave Russia.
"I've an objective in my head and I want to join a big club," he is quoted by Het Laatste Nieuws.
"But I don't say it has to happen now, I don't even know when, but it has to be a top club."
And he admits that England is the place he wants to be.
"Then I think about the Premier League, the league everyone's looking at. You have eight top clubs there."
