A fee has reportedly been agreed between the clubs, although personal terms are yet to be discussed with the 23-year-old.
Shiels began his career in the Arsenal youth ranks before making the move to Hibernian in 2004, where he has made over 100 appearances for the club.
Remarkably, the Northern Ireland international has achieved several career successes, despite being blind in his right eye since childhood.
