Edu joined Stoke in the summer of 2012 from Rangers, but he has made just one substitute appearance in the Premier League since his move.
That outing came in a 0-0 draw away to Liverpool in October 2012 and he spent the second half of last season on loan in Turkey with Bursaspor.
Mark Hughes' appointment as Tony Pulis' managerial replacement at the Britannia Stadium has failed to prompt a change in fortunes for Edu at Stoke.
The former Toronto FC player is now heading back to the MLS after Philadelphia confirmed a loan deal, with a view to a permanent move, had been finalised.
"As a US international with experience playing against some of the best competition in the world, Maurice adds a wealth of knowledge, skill and leadership to our club while still being in his prime," Philadelphia's team manager John Hackworth told the club's official website.
"We think he will be an excellent addition to our squad and we are very excited to have him return to MLS and represent the Philadelphia Union."
