Graham Carey, Marc McCallum and Gary Sawyer have been offered new contracts with Plymouth, but nine players have been released.
Carey, McCallum and Sawyer were out of contract, but have been given the chance to move with the Pilgrims into Sky Bet League One.
Plymouth have also taken up options to extend the deals of Sonny Bradley, David Fox, Jake Jervis, Gary Miller, Jakub Sokolik, Yann Songo'o and Oscar Threlkeld.
But Nauris Bulvitis, Ryan Donaldson, Jordan Slew, Connor Smith, Jimmy Spencer, Ryan Brunt, David Ijaha, Louis Rooney and Vincent Dorel will all be leaving Home Park.
Apprentices Jordan Bentley, Alex Fletcher and Callum Rose have been offered professional contracts.
