Gow is keen to move on after a frustrating 12 months at Ibrox following his arrival from Falkirk.
The 25-year-old has only made two first-team appearances for Rangers as he does not fit into Walter Smith's style of play.
Gow came close to a move to Burnley earlier this summer only for the deal to fall through at the last minute, while Norwich also held talks with the Scotland B international.
Birmingham are believed to be keeping a watching brief on Gow's situation with Alex McLeish an admirer of the versatile attacker.
A number of SPL sides are also thought to be interested in Gow with the player earning himself a reputation as one of the most exciting attackers in Scotland during his time at Falkirk.
