The Turkish giants flew to Spain earlier this week to meet with Villarreal in a bid to seal a deal.
However, Villarreal have rejected their overtures for Nihat - who still has three years left on his current deal at El Madrigal.
"Our board members Mahmut Uslu and Ali Yildirim had meetings with Nihat Kahveci's club Villarreal," said an official Fener statement.
"After meeting with Villarreal, they explained that they do not think about the sale of Nihat in this moment.
"So this transfer will not happen at the moment. We thank Villarreal and Nihat Kahveci for the professional situation during the meetings."
