Sneijder is currently out of favour at Inter Milan after reportedly rejecting the club's attempts to negotiate a new contract on reduced wages and is likely to move on in the new year.
PSG, backed by the Qatar Investment Authority, have been one of the biggest spenders in European football in the last two years, signing the likes of Zlatan Ibrahimovic, Thiago Silva, Javier Pastore and Ezequiel Lavezzi.
But Ancelotti is adamant the only arrival in January will be Brazil midfielder Lucas Moura, who has already agreed to join the Parisians from Sao Paulo, and there will be no departures.
The Italian told a press conference today: "The transfer window for PSG is very clear: the only arrival will be Lucas, there will not be any more.
"Sneijder has the profile to play at clubs all around the world. But that does not mean he will come here. He will not come here, that's for sure.
"Pastore on the market? No, No-one will go away."
He also went on to denie reports surrounding his own future and after Ancelotti was linking with Real Madrid.
"Me at Madrid? Who would not like to coach Real?" He added.
"But I believe in PSG, and I'll remain definately here."
Despite their significant outlay, PSG are underachieving in Ligue 1 and currently lie five points behind leaders Lyon.
