Ukraine went into the game in Kiev full of confidence after hitting 13 goals in their previous two qualifiers.
They also knew victory over Roy Hodgson's men would see them leapfrog the Three Lions to the top of Group H with just two fixtures remaining.
However, they struggled to break down a stoic England defence and the game petered out to a draw with few goalscoring chances.
The result means England go a point clear at the top of the table with Ukraine edging ahead of Montenegro into second on goal difference.
Speaking after the game Fomenko acknowledged the stalemate represented an opportunity missed but said the draw was a fair result.
"It is hard to assess our chances of topping the group after this game. Had we won tonight it would be different," said the 64-year-old.
"England are a strong side with players involved in the Champions League. No doubt, they were tough opponents.
"We played a strong team. They tried and we defended. We tried and they defended. Then we ended up with a result."
