Ozcan, who has made one international appearance for Austria, joined Hoffenheim from Red Bull Salzburg in January 2008.
He established himself as their first-choice shot-stopper and helped the club win promotion to the Bundesliga.
However, some shaky performances led to Ozcan losing his place in the side and he has since fallen further down the pecking order.
Hoffenheim have now allowed the 25-year-old to link up with Turkish giants Besiktas, where he will provide cover for injured keepers Rustu Recber and Hakan Arikan.
Ozcan will stay with Besiktas until the end of the season and they will then have the option to sign him on a permanent deal.
