The Magpies made a move for Toulouse's right-back in January 2009 and he was close to sealing a move to the North East.
But the deal failed to materialise and he ultimately stayed in the South of France.
He is now out of contract with the Pink City outfit and is set to depart on a Bosman free transfer in the summer.
And a move to England looks a distinct possibility for the defender.
As well as Newcastle, fellow newly-promoted side West Brom and Midlands outfit Stoke City are also said to be keeping close track of him.
