Blackburn target Cedric Mongongu has left Monaco to join Ligue One newcomers Evian.
Monaco were resigned to losing the 22-year-old after surprisingly suffering relegation from the French top flight last season.
Blackburn were believed to be in pole position to land Mongongu after agreeing a fee with Monaco for the defender with the player expressing an interest in moving to Ewood Park.
However, Blackburn have been unable to finalise the deal and Evian have stolen in to lure him to the ambitious new boys.
Mongongu has signed a four-year deal at Evian after agreeing personal terms and passing a medical.
