FC Groningen chief Henk Fieldmate says the club are monitoring around 15 young players from the Dutch first division, including midfielder Paco van Moorsel.
The Eredivisie club are looking to strengthen in the January transfer window as they bid to climb the table.
A host of transfer targets from the Jupiler League have caught the club's eye, including FC Den Bosch midfielder Van Moorsel.
"I do not like to divulge individual names, but I cannot deny that we follow him," technical director Fieldmate told Brabants Dagblad.
"He is on our list but he is one of about 15 young players in the first division that we follow."
While admitting Groningen's interest in Van Moorsel, Fieldmate says negotiations are still in the early stages.
He added: "This type of process always takes a long time before something concrete happens so there's still a way to go."
