Sky Sports can confirm.
The Baggies have been locked in talks with Pavone's representatives for a number of weeks.
Technical director Dan Ashworth flew to South America earlier this summer to see Pavone in action for Lanus.
The 30-year-old can move on a free transfer which made him an attractive proposition.
A number of clubs in Italy and Spain, where he has played previously for Real Betis, were also keen and he looked set to move back to Europe.
However, Mexican outfit Cruz Azul have emerged in pole position after offering him a lucrative three-year deal.
"A deal was close, but the offer from Mexico is a very attractive one and one which is unlikely to be on offer in England or anywhere in Europe," a source close to the deal confirmed to
Sky Sports.
