Ian Wright thinks Tottenham must strengthen in the summer if they are to have any chance of catching Manchester City next season.
City have run away with the league this season and clinched the title last weekend when Manchester United lost at home to West Brom.
After drawing with Brighton on Tuesday evening, Spurs, who play Man Utd in the semi-finals of the FA Cup on Saturday, are 19 points behind City.
And former Arsenal striker Wright said on The Debate: "They need to spend.
"But we saw Everton spend big, so you need to spend right too. That is going to be a massive thing; getting the right player.
"He has to come to England and they have to stave off City, Chelsea and Man Utd to get him, then he has to settle and hit the ground running because that is what Spurs and everybody behind City have to do now.
"Because of the way City have run away with it, Spurs and other teams have to hit the ground running to catch them. Players have to be ready to go as soon as they go into the team and that is going to cost a lot of money."
Spurs could also lose a couple of key players as there have been reports that Mousa Dembele might move to China and Toby Alderweireld is yet to sign a new deal.
On Alderweireld, who is out of contract next summer, Wright said: "There seems to be some stalling with Toby's contract talks.
"He might be getting to that stage in his career when he wants to get the next big contract and win things, I think it's quite sad that Spurs might lose a player like that and he could go to anyone in the top four. You don't know how bad the injuries are but he is the kind of player they have to be keeping if they are going to challenge City."
Wright also described Tottenham's display against Manchester City at the weekend, when they were beaten 3-1 at Wembley, as "very disappointing".
"Spurs are in the top four and are progressing and have the players to challenge City but they started the game so poorly," he said.
"It's almost like a mental thing, when City were coming off a bad run and it was a great opportunity I thought for Spurs to really put them under pressure and they didn't do that.
"It has to be a mind-shift for Spurs. They have the players, they have the new stadium to go to and top four, there has to be something in the mentality so when a team like City comes to their place they really put it on them like Liverpool did against City."
