Hammers co-owner David Sullivan is believed to have spoken with Gers' owner Craig Whyte, although no bid has been tabled.
The promotion-chasing Championship outfit are keen to bolster their attacking options for the push to the Premier League and have targeted the Croatia international.
Earlier on Friday manager Ally McCoist stated the Scottish champions had not received anything official.
However, talks are now understood to have taken place concerning the 26-year-old, who has proved an excellent signing after joining from Rapid Vienna in August 2010, scoring 30 SPL goals in 44 appearances.
Jelavic was the subject of a failed £6.5million bid from Leicester in August and has also been linked with Liverpool and QPR.
