Tottenham have denied they plan to make a bid for the highly-rated Tromso wide man and Chelsea, Manchester United and Newcastle have yet to make a firm approach.
The skilful winger was watched by a Spurs scout in midweek international action for Norway and his agent is trying to instigate a move for his client before the end of the month.
"Pedersen is a player that we've liked for a long time," confirmed Rovers boss Graeme Souness.
"We tried to buy him earlier in the season and he was a wee bit too rich for us so maybe we can structure a deal that suits everyone this time.
"I would like two more players before we can't sign anybody else but I think if you asked any of the managers they would say the same thing."
Pedersen is keen to move on, but only if it is the right club that makes the offer.
"Perhaps if I get a chance, I must take it," he stated. "But I will not say 'yes' to anything.
"A club like Norwich would have been out of the question. It must be a club that has got something going for them."
Spurs scout Bryan King denied Pedersen was his specific target on Wednesday.
"It's not true that I was looking specifically at Morten Gamst Pedersen," he told Bladet Tromso.
"I was only there to write a report on the game. I was also the only one from Tottenham who was there."
Agent Torgeir Knutsen is determined to strike a deal for his client.
"It's not dead in the water," he confessed. "We are working hard to arrange something."
Blackburn are emerging as favourites to snare the Scandinavian prospect and the club are confident a fee can be agreed with Tromso.
However, Souness feels it is unlikely he will be able to conclude a deal for La Louviere's Peter Odemwingie.
"Young Peter from Belgium, it would be a work permit situation and our information is we would find it difficult to get a work permit for him," he told Sky Sports News.
