Portsmouth are hopeful they can still conclude a deal for Onismor Bhasera.
The Zimbabwe international has been training with the club for the past six months, despite being unable to sign for them.
He agreed a three-year deal in September - when Portsmouth believed he was a free agent.
However, Bhasera is in dispute with his former club Kaizer Chiefs and, as such, a deal with Pompey was not able to be concluded.
Fifa stepped into the argument, but as yet nothing has been resolved over the 23-year-old left-back.
But Pompey are still keen to sign him and remain hopeful he will soon be free to join them.
"We are still keen on the player, but at the moment it is out of our hands," said Pompey chief executive Peter Storrie.
"The argument is between the club and the player and still it hasn't been sorted.
"There is nothing we can do about that. The problem is between others.
"All we can do is wait and see what they can sort out.'
