Skysports.com understands Blackburn are closing in on the signing of Monaco defender Cedric Mongongu. A fee has been agreed between the two clubs and the Congo international is now set to discuss personal terms with Blackburn. Rovers are looking to boost their defensive ranks following Phil Jones' big-money move to Manchester United and Mongongu emerged as their first target. Monaco were resigned to losing the 22-year-old after surprisingly suffering relegation from the French top flight last season. Mongongu had a contract with Monaco until 2013 and they are thought to have demanded a fee of around €2.5million (£2.3m).
