Birmingham manager Alex McLeish has conceded that the club are still looking to make one or two additions to the squad before the close of the transfer window.
The Blues recently completed the signing of Matt Derbyshire on a season-long loan from Greek side Olympiakos, who becomes the latest forward to join after Nikola Zigic put pen to paper on a deal earlier in the summer.
Goalkeeper Ben Foster is another player to have switched to St Andrews as McLeish looks to build a squad capable of keeping up last season's form in the Premier League.
Birmingham were the surprise package in the top-flight last term and ended the campaign in ninth place with a string of solid performances at home.
The Midlands outfit have been linked with a move for Wigan midfielder Charles N'Zogbia in recent weeks, and although McLeish would not name his targets, he admits he is looking for more.
"I'm trying to get the squad up to 25," he said. "We are working towards it for before the window closes. We still plan to bring a player or two in.
"We're making enquiries about certain situations and we've also had a big list of players, one or two that we've lost out on and one or two that we've decided to pass on and it'll keep going for a while.
"From last season's team photo I think there's 10 who have left the club so it's a case of filling the squad up and making sure it's not just numbers but the quality of people to augment the squad.
"I can't guarantee that everything will be in place but if it's not then that's a challenge for the players at the club to show that they can do what they did last year."
Derbyshire debut
Former Blackburn striker Derbyshire will be in the Blues squad to face his former side at the weekend, with Rovers travelling to St Andrews on Saturday.
"He's in the squad," added the former Scotland boss. "We won't name the team until Friday but we must get Matt into the action. He's fit enough, he's looked bright in training and he'll be involved at some stage.
"He's got an eye for a goal and he's very sharp in and around the box. We believe we're getting a mature Matt Derbyshire and we're looking forward to working with him."
Birmingham left it late to snatch a point at Sunderland last weekend as they came back from two goals down to earn a 2-2 draw.
McLeish was not completely happy with the performance at the Stadium of Light, and is hoping for an improved showing against Blackburn.
He remarked: "We got away with a good point at a very difficult away venue. Sunderland played very well against us in the first half but I'd like to think there'll be a big improvement.
"Blackburn are a tough nut to crack. They had a fantastic result against Everton last week. Their confidence will be high. We've got to try to show the form we showed last season at St Andrews."
