Whitbread's contract at Millwall expires in the summer and the Lions are ready to sell him now rather than risk losing him for nothing at the end of the season.
The former Liverpool youngster has been sidelined long-term with a hip injury but he is now back to fitness and Norwich are ready to take him to Carrow Road.
Norwich are understood to have agreed a fee with Millwall for the 25-year-old, with the player in talks with the Canaries.
Norwich boss Paul Lambert is short of defensive cover and he has lined up a move for Whitbread to bolster his squad.
