County were keen to bring in a new keeper to avert a possible injury crisis with both first choice Lee Jones and reserve Andy Dibble recovering from injury.
The Hatters had signed Liverpool shot-stopper Pegguy Arphexad last month to act as cover, but he had to return to Anfield after injuring his back on his debut.
The former England international was watched by County officials for the Foxes' reserves against Derby County earlier this week and they decided to make a move for the veteran keeper.
Flowers has lost his place in the City team to summer Ian Walker after starting the season in goal for The Foxes.
The 34-year-old, who is keen to play first team football after being told he was allowed to leave Filbert Street, agreed terms with bottom of the table side, but he has not signed in time to make his debut at Millwall this weekend and he will probably have to wait until the Walsall clash next week.
County boss Andy Kilner was delighted to have taken the former Blackburn Rovers and Southampton ace to Edgeley Park.
"I know Tim well because we played in the same England youth side together so our paths have crossed again some years later after Tim has enjoyed a fantastic playing career," said Kilner.
"He wasn't sure about coming because he felt his preparation this week hadn't been right as he'd missed a day's training. But that's the sort of pro he is and, fortunately, I managed to talk him round."
Leicester boss Dave Bassett was also happy about the move as it enable Flowers to get some valuable first team football.
"The loan move is perfect for Tim because it will give him the chance to get some games under his belt," Bassett told the club's official website.
"Stockport were delighted to get him and I know he'll do an excellent job for them. The deal is initially for a month but it's up to Stockport if they want to extend it."
