The Italian international will be allowed to leave Bayern Munich in January, most likely on loan.
A host of clubs have been linked and Roma have been quick to throw their hat into the ring for his signature.
Inter Milan, Chelsea, West Ham and Tottenham are also linked with Toni and his agent Tullio Tinti has confirmed there are a number of options open to him.
"Luca Toni to Roma a done deal? We cannot say that, as it is not - so far nothing is done," Tinti said.
"Luca will move away from Bayern, because of the problems.
"There are many opportunities in Europe and we will decide by January 2.
"Roma will be taken into account, they are a major club and Luca knows the players well.
"Inter have also been looking at the situation, but in Italy, Roma is the most likely team as Luca wants to play on a regular basis and there is a lot of competition at Inter."
