France coach Laurent Blanc has been cleared of any wrongdoing in the racism row that has shaken French football.
The nation's Sports Ministry has investigated the controversy surrounding the possibility of introducing quotas for dual-nationality, ethnic minority players in the youth ranks.
It has been claimed that plans were made at a meeting in November to limit the numbers of black and Arab players entering national training centres and academies at the age of 12.
Blanc was present along with French Football Federation technical director Francois Blaquart, Under-21 coach Erick Mombaerts and Under-20 coach Francis Smerecki.
But sports minister Chantal Jouanno said on Tuesday that the senior team coach had not proposed such plans.
"Laurent Blanc was present for the first time at this type of meeting," she said. "He wasn't organiser or pilot. He discovered the debate about quotas.
No opinion
"He offered no opinions, unlike other participants at the meeting who were prepared for this debate.
"There is nothing to suggest that Laurent Blanc condones discriminatory guidelines."
Jouanno added that although the issue was discussed, quotas have not been implemented and she insists no evidence has emerged to suggest France's 2001 discrimination laws have been breached.
"There is no need to go to court," she said.
Blaquart was suspended from his post at the end of April and Jouanno stressed it was up to the FFF to decide whether he should be reinstated.
The FFF has also carried out an investigation and is set to present its own findings later on Tuesday.
