FIFA presidential candidate Jerome Champagne has added his voice to those demanding Michael Garcia’s investigation into the World Cup bidding process be made public.

Garcia himself was critical of Judge Eckert of the FIFA Ethics Commission for what he called a “materially incomplete and erroneous representation of the facts and conclusions” from his investigation.

FIFA have since confirmed that Garcia has appealed to the governing body about the decision to clear Qatar and Russia to host the 2022 and 2018 World Cups.

Jeffrey Webb and Jim Boyce, two members of the FIFA Executive Committee, have called for the report to be published in full and Champagne believes the details of what happened must now come to light.

“I have been saying that since I launched my candidacy in London in January,” Champagne told Sky Sports News HQ. “Once again I repeat the claim, seconding Mr Webb and seconding Mr Boyce - we need to publish Mr Garcia’s report.

“We need openness we need to make everything public. It’s about time that we move forward with a clear view of what happened. If some misbehaviour has happened we need to take the necessary action.

“It’s been four years for FIFA, the World Cup itself and football as a whole engulfed in this controversy and I think the time has come that we come to closure.

“But we won’t be able to come to closure on that issue if we don’t know what happened and obviously we do not know. We need to protect the World Cup - that’s very important.”

Co-operated

The English FA co-operated fully with the investigation but faced criticism from the World Cup inquiry for their conduct in relation to former CONCACAF president and FIFA vice-president Jack Warner

But Champagne believes there is a much wider issue to contend with in relation where the real power lies in FIFA.

“I took note that the English FA themselves revealed all of what they had done and I think that is to their credit but once again what happened yesterday is another call to reform,” he said.

“FIFA is the federation of the 209 football associations including the FA, but the power in FIFA is controlled by the Continental Federations.

“Don’t get me wrong they play a big role but why someone like Mr Warner was selling his influence, selling this idea that he was controlling 25 votes, is because there is too much power with the Confederation.”

Champagne claims he was ousted from FIFA in 2010 but is bidding to return to world football’s governing body.

He is currently the only person running against Sepp Blatter for FIFA’s presidency and insists he will return power to the football associations.

“I was pushed out in January 2010, nine months before the vote,” he said. “I always defended the fact that FIFA belongs to the football associations.

“One of the pillars of my reform is to give back to the football associations the powers they should have. They are the real owners of FIFA and of course the World Cup.”
