The Cottagers have been looking to bolster their squad, whilst they are going so well at the top of Division One and have turned to Stolcers, after failing with an audacious bid for Anderlecht striker Jan Koller.
Fulham`s managing director Michael Friddy said the club were delighted with the signing.
"The club is looking forward to Andrejs joining us next week," said Friday. "He is a very talented attacking player with great pace and ability, and we believe that he will be a huge addition to the squad."
Stolcers is now the fifth Latvian to join a an English club following the arrivals of Igor Stepanovs (Arsenal), Marian Pahars (Southampton) and Crystal Palace duo Andrejs Rubins and Alexanders Kolinka.
