The legendary former Barca man has also criticised Uefa for sanctioning Raul for his hand-ball goal against Leeds in the Champions League last week.
Not so long ago, Maradona was telling everyone that the Catalan giants were the best club in the world, yet now the Argentinian superstar is advising his fellow countrymen to stay away from them.
Bianchi has been touted as a possible successor to Llorenc Serra Ferrer while Riquelme has also been linked to Camp Nou, along with a number of major European clubs.
Maradona has now advised the pair not to head for Barca because it is "a terrible place."
The former Napoli ace added: "To be there makes you think that you are scum and that you are the worst thing in the world.
"Bianchi is capable of coaching Barca but the only doubt is a repeat of what happened at Roma."
As for Raul, he commented: "The Uefa officials should all be sacked. They don`t know anything about football. To them, a football is a UFO."
Maradona also believes that Boca`s poor form of late has been down to the sale of star striker Martin Palermo.
"With Martin, we won lots of games," said the 40-year-old. "We are going to suffer a lot without Martin because he is the most spectacular goalscorer that Argentina had."
