GRAHAM'S BUDGET IS AT LEAST £10 MILLION
The news follows hot on the heels of reports that ENIC, the company that controls Spurs, had placed financial constraints around Graham's attempts to re-build his White Hart Lane squad.
"I have given George a 'limited' budget for next year that stretches to an eight figure sum.
"If people want to call that limited, I'd be surprised," Buchler told Five Live.
"We need to find the best possible way of strengthening the squad. The quality of spending has to be absolutely right."
Buchler was also pressed about the current state of contract negotiations with Sol Campbell and Darren Anderton, but declined to comment, saying that he "would prefer to keep his own council."
David Pleat had earlier commented: "We do not want to lose Sol Campbell under any circumstances, but we will have to prove our ambition to him and pay him suitably."
The former Spurs boss also moved to play down reports of ill-feeling between Spurs and Arsenal over Arsene Wenger's recent comments suggesting that he is lining the England defender up as a summer transfer target.
"Arsene was put in a difficult position when he was asked a question about Sol Campbell's future in view of his ageing defenders," he continued.
"I'm sure he had no intention of trying to discuss one of our players publicly."
