Der Hammer has agreed a three-year contract with the Bundesliga side but has yet to finalise personal terms.
Hamburg director Holger Hieronymous previously baulked at Rangers' asking price but now remains confident of capturing his man, adding: "We have agreed a fee with Rangers and as far as we are concerned the deal is done.
"Jorg still has a few minor details to sort out with his contract but there shouldn't be any problems."
Albertz's agent Norbert Pflippen revealed on Tuesday how much a return to Germany would mean to the player, stating: "It would be great for Jorg to sign his final contract at a club where he is held in such high esteem."
Albertz,30, would be Hamburg's most expensive signing in the history of the club surpassing the previous record of £2.7 million for Czech star Milan Fukal.
The £3 million deal is likely to be financed by the sale of Niko Kovac to Bayern Munich for a fee in the region of £4 million.
Meanwhile, Albertz has picked up the Bank of Scotland player of the month award for May after a recent string of impressive performances for The Gers.
