Newspaper reports place the figure around the £3 million mark, although Moxey refused to confirm the exact amount that had been offered for the 23-year-old.
"I made an initial enquiry about Jonathan at the recent Chairman's Conference. I spoke to David Moyes, Preston's chief executive Tony Scholes and their chairman Brian Gray," Moxey confirmed to the club's official site.
"Even though I was told that Jonathan was not for sale, I made a verbal offer only to be told that it wasn't enough.
"On Friday we made a substantial written bid but that has, unfortunately, been rejected.
"The reason that I am releasing details of the offer is because one of Preston's directors spoke to their local newspaper who ran the story.
"I can only hope that Preston will reconsider their decision. Without doubt, Jonathan has been one of the main reasons for their recent success.
"I know Dave Jones is keen to sign a quality striker and with Mark Kennedy firing in crosses from the left along with a supply from the right, it conjures up a promising picture and competition for striking places would be fierce.
"But all we can hope for is a change of heart from Preston otherwise we will have to continue our search elsewhere."
Meanwhile, Moxey also set the record straight with regard to reports that Kennedy is stalling on his move from Manchester City.
"As a consequence of the transfer, I understand that Mark is owed some money by Manchester City. It has been acknowledged by City that this will be paid to the player and I don't envisage any problems.
"However, this is an issue that the player and City have to resolve."
