However, the recent £3.5 million departure of Harley to neighbours Fulham has convinced the 22-year-old that he is part of Blues manager Claudio Ranieri's future plans.
"With Celestine Babayaro only having one year left on his current deal and six months away from a Bosman, that had to be resolved and he has now signed a new deal taking him up to 2005," Chelsea managing director Colin Hutchinson told the club's official website.
