PSG claim right over Arteta
Rangers made their move for Arteta last week and completed the deal on Monday evening, after meeting with the player in Paris.
Barcelona agreed a £6 million fee with the Scottish giants and as far as they are concerned the player will be Rangers' at the end of the season.
However, Perpere has declared that Barca had no right to sell him before May 20 as his club has an agreement whereby they have first option to sign Arteta up until that date.
Arteta has been a massive success during his season-long loan deal at Parc des Princes and many had been shocked that PSG had not rivalled Rangers' bid, but Perpere now claims they still can.
"I am very surprised to learn that Mikel Arteta, the FC Barcelona player lent to the PSG this season, would have signed a contract that binds himself to the Scottish club Glasgow Rangers," Perpere told PSG's official website.
"Paris Saint German indeed has a clause of exclusiveness until May 20 2002.
"The FC Barcelona cannot thus have signed an unspecified agreement with Rangers."
Barcelona have also claimed that Arteta has not yet signed for Rangers.
"We can only say that there has been contact with Rangers," said a Barca spokesman.
"He is with Paris St Germain until the end of the season, and then we'll see what happens.
"We can't make anything official nor can we support or deny anything."
The news will come as a shock to Rangers, who confirmed earlier this week that Arteta had already agreed to the switch.
