Kirovski denied work permit
The Crystal Palace striker had agreed a move to the St. Andrews club and passed a medical but his failed attempts to be given a work permit have put a snag in completing the deal.
The Home Office initially rejected Kirovski's work permit application on the grounds that the former Manchester United player had not played enough matches for his native United States over the last two years.
The Blues intend to launch an appeal and will point to exceptional circumstances for Kirovski's lack of international appearances over the last two years.
The appeal process will not come in time for Kirovski to make his Birmingham debut in the club's final pre-season match against Spanish side Alaves and will likely rule him out of their season opener at champions Arsenal on August 18.
On the Home Office's initial rejection of Kirovski's work permit application, Birmingham company secretary Alan Jones told Sky Sports: "I am aware that the application has not gone through and so we've got to go to review.
"Steve Bruce wants the guy so we will go to review which hopefully will be in the next seven days but that could make the player a doubt for the first game even if the review is successful from our point of view.
"It basically comes down to percentages in terms of how many international matches Jovan has played and they feel that he does not meet the criteria."
