Mboma moves to the North African nation from Parma for an undisclosed fee after four years in Italy.
The 31-year-old marksman spent the latter half of the 2001/02 campaign on loan at Sunderland but failed to secure a permanent move to The Premiership.
He had been in discussions regarding a proposed transfer to Galatasaray but was unable to agree personal terms.
The former African Footballer of the Year has signed a two-year contract with Al Ittihad and is hoping to spearhead their challenge for the 2003 African Champions League.
Al Ittihad are headed by Saadi Gadaffi, the son of the Libyan head of state.
