M'Bami revealed his reasons behind turning down the deal at Molineux.
"I am very happy to be with PSG," he stated.
"I was meant to go to England and sign with Wolverhampton on Monday, but president Graille phoned me overnight to make his offer.
"I had a little bit of time to think. I weighed up the pros and cons, and I chose to come here.
"I needed to play in a big club for my career."
The fee was é¼3 million, but PSG are still struggling to clinch Florent Malouda's signature.
Although Guingamp and Paris have reached an agreement, the player has been unable to agree personal terms.
Meanwhile, Jose Aloisio is close to signing for Besiktas.
