The former Chievo coach has penned a two-year deal with the Giallorossi after agreeing terms with the capital club.
Delneri succeeds Rudi Voller at the helm at Roma after his shock resignation last weekend.
Delneri - who was in the running to take over during the summer before Voller's appointment - has been without a club since his short tenure at Porto was halted by player pressure.
Caretaker Ezio Sella has been deputising at Roma since Voller's departure but Delneri will now take charge of the side for the first time this weekend against Internazionale.
Delneri has already expressed happiness with Roma's current squad, but has not ruled out the possibility of entering the transfer market during January's window should the need arise.
Speculation has been rife that negotiations are to re-open with Siena's out-of-favour Brazilian midfielder Rodrigo Taddei.
