The Bhoys, along with Southampton, have been linked with a move for out-of-favour Tottenham defender Dean Richards.
O'Neill is keen to make additions to his squad even though purse strings are tight at Parkhead.
"We will see what happens," said O'Neill.
"If you are asking me would I try to be busy in the month of January then the answer is absolutely."
One player already on his way out of Parkhead is young goalkeeper Michael McGovern, who has joined Stranraer on loan.
Meanwhile, O'Neill hopes to agree new deals for duo John Hartson and Neil Lennon next month.
Both players are out of contract in the summer and could leave on a free transfer if they fail to agree extensions to their current deals.
"I was pretty pleased with the way things went and we'll see what happens," O'Neill said of talks over Hartson's future.
"I have never been over-confident until everything is signed and sealed but the discussions went very well."
Bolton have been linked with a move for Lennon, but O'Neill is confident he will stay at Celtic.
"We will be discussing that in the first couple of days in January," added O'Neill.
"He has a very open mind and if things are right then I'm sure that he would like to stay.
"But he is never far from the headlines and so he might have other things to think about.
"We will wait and see what happens when the agent speaks with us but I am very happy for him to stay."
