The China midfielder has been sidelined for almost a year since breaking his leg last February but is ready to push for a recall under David Moyes.
With the player under contract until 2007, he has no intention of returning home and is determined to become part of the Merseysiders' fabulous campaign.
"I will absolutely not play at home [in China] in the next few years," he told Xinhua.
"I am now 80 percent fit and I believe I can get back to the first team after a few more reserve matches.
"I am confident to win back my regular place."
The sale of Thomas Gravesen to Real Madrid should aid Li Tie's fight for a starting slot at Goodison Park.
