The Bluebirds are aiming to shake up the current squad in order to bring a new approach to their performance in The Championship.
Ex-Coventry man Boland will stay on at Ninian Park, although Darren Williams is now a free agent as Dave Jones looks to build a squad capable of challenging for a place in The Premiership.
Sam Hammam told The Western Mail: "To get players in, we have to get players out.
"Look, let's be straight about this. We have to change for change's sake, because this team has stood still - and that's a side that has included Earnie (Robert Earnshaw) and Graham Kavanagh.
"Clearly, it wasn't a team that was going to get us promotion, so Dave will be looking to bring in the men he wants," Hammam continued.
"But the bottom line is we have to cut the wage bill by a third from what is has been. That said, it has to be pointed out that the budget Dave will be working to is still pretty good, in comparison with most other sides in our division."
