He was farmed out on loan to Stockport County and Brighton, with the latter-named keen on a permanent move.
But that deal failed to come to fruition and The O's have now stepped in to land the centre half on a free transfer.
Dolan has inked a one-year contract, with the option of a further 12 months, and O's boss Martin Ling was in buoyant mood after completing the deal.
"Joe's ready to get his career going again after injury and I'm ready to give him that opportunity," Ling told the club's official website.
"Joe's a dominant centre back who attacks the ball in both boxes and gives us a physical presence and another option in that position."
