Courtney underwent a trial with The Clarets earlier this month and manager Steve Cotterill has moved to complete the transfer deadline day deal.
The 20-year-old, who earned several Player of the Season awards for his displays at The New Buck's Head Stadium last season, has signed a two-year contract.
The capture of Courtney will be a timely boost to Burnley, who already operating with a small squad, have been rocked by the news that summer signing Wayne Thomas has been ruled out for the rest of the season.
