The 20-year-old striker will join The Saddlers on loan until the end of December before completing a permanent move when the transfer window reopens in January.
Constable, who has been in prolific goalscoring form for non-league side Chippenham Town this season, impressed manager Paul Merson during a recent trial at The Bescot Stadium.
"I am delighted to finally have James on board," Merson told Walsall's official website.
"He holds the ball up well and is aggressive, qualities that will serve him well at this level.
"I know he is going to work extremely hard for me because he desperately wants to make it as a professional footballer."
Merson compared Constable's situation to the one Ian Wright found himself in at Arsenal, and backed the player to make the most of his opportunity.
"Ian Wright never served an apprenticeship either and came into the professional game relatively late, so every day for him was like Christmas and I think it will be the same for James," he commented.
"He seems a determined and level-headed young man and this is a great chance for him to get involved in the first team and carve a career out for himself in the game."
