The 23-year-old has struggled to make much of an impression at Stamford Bridge since joining them in 2002 and has enjoyed loan spells with both Westerlo and Brentford.
It is thought that the Dutch club will keep a close eye on Keenan as they weigh up the possibility of making the deal a permanent one in the near future.
The relegation threatened Tilburgers could snap the playmaker up on a free transfer during the summer as his Blues contract is set to expire at the end of this season.
