Arsenal are set to leave Ashley Cole out of their side to face Aston Villa in their Premiership opener on Saturday.
Cole is expected to exit Arsenal, with Chelsea chasing the England full back's signature.
Talks over a move to Stamford Bridge have stalled with Chelsea so far refusing to meet Arsenal's asking price for Cole.
The 25-year-old played his first game of the season in England's 4-0 win over Greece to put him in contention to face Villa.
However, Wenger is unlikely to call upon Cole as he plans for life without the defender.
"I do not think he will [be in] for the game at the weekend."
Meanwhile, Arsenal ace Cesc Fabregas has set his sights on winning the title this season.
Arsenal finished in fourth spot this season and Fabregas knows they must do better in the league this term.
"Our two priorities this season are to do well in both the Champions League and the Premiership," said Fabregas.
"I hope the Premiership will be much more open this season. I think it will be but Chelsea are clear favourites again.
"Manchester United, Liverpool and ourselves will improve but Chelsea are probably going to be the team if we're to win the league.
"But I am not worried about Chelsea. I am only concerned about Arsenal and if we do our jobs by winning matches we won't have to worry about what Chelsea are doing .
"I sincerely believe that we have a better team than last season.
"We have grown, we have learned and we are better balanced."
