The French midfielder has agreed a two-year contract at Portman Road after impressing in a recent trial.
Legwinski has been allowed to leave Fulham after five years at the club and his new manager Jim Magilton was delighted with his recruit.
"Sylvain played in the practice game against Tottenham and stood out a mile and we're delighted that he has agreed to join us," Magilton told the club's official website.
"He has played at the highest level for many years now and will bring with him a wealth of experience from that time.
"He's a good passer, is strong on the ball, adds to the height in the team and can play right across the midfield. I'm sure he will prove to be a great acquisition for this football club.
"He is the sort of player that we want here. A player with quality, a player that can keep the play ticking over for us, a player that the young lads around him can learn from."
Legwinski joined Fulham from Bordeaux in 2001 and made over 160 appearances for the club, but now drops down to The Championship after also recently undergoing a trial back in France with Troyes.
