Rovers boss Mark Hughes is keen to bolster his leaky defence as he looks to ease their relegation worries and sees Nesmachny as a key addition to his squad.
Nesmachny would help solve Blackburn's problematic left-back spot with the likes of Lucas Neill and Michael Gray both playing in that role this season.
The 27-year-old is highly-regarded in his homeland and he played in every minute of the World Cup for Ukraine.
Nesmachny claims a deal is close to being done to see him move to Ewood Park.
"I am just waiting to be told when I should fly to England," Nesmachny told the Daily Mail.
"Unless something unforeseen happens, it should all go through."
